举措失当的典故
公元前221年，秦始皇灭掉六国后建立一个大一统的中央集权的国家。他经常到全国各地巡游，祭祀大河山，命人将他的言语刻在石头上，增加他的威望，而百姓生活在水深火热中。秦始皇却还一味吹嘘他的“举措必当，莫不如画”的功绩。
